It may be the mother of all doom and gloom gas price predictions: $12 for a gallon of gas is “inevitable.”

Robert Hirsch, Management Information Services Senior Energy Advisor, gave a dire warning about the potential future of gas prices on CNBC’s May 20 “Squawk Box”. He told host Becky Quick there was no single thing that would solve the problem, due to the enormity of the problem.

“[T]he prices that we’re paying at the pump today are, I think, going to be ‘the good old days,’ because others who watch this very closely forecast that we’re going to be hitting $12 and $15 per gallon,” Hirsch said. “And then, after that, when oil – world oil production goes into decline, we’re going to talk about rationing. In other words, not only are we going to be paying high prices and have considerable economic problems, but in addition to that, we’re not going to be able to get the fuel when we want it.”

Hirsch told the Business & Media Institute the $12-$15 a gallon wasn’t his prediction, but that he was citing Charles T. Maxwell, described as the “Dean of Oil Analysts” and the senior energy analyst at Weeden & Co. Still, Hirsch admitted the high price was inevitable in his view.

“I don’t attempt to predict oil prices because it’s been impossible in the past,” Hirsch said in an e-mail. “We’re into a new era now, and over the next roughly five years the trend will be up significantly. However, there may be dips and bumps that no one can forecast; I wouldn’t be at all surprised. To me the multi-year upswing is inevitable.”

Maxwell’s original $12-15-a-gallon prediction came in a February 5 interview with Energytechstocks.com, a Web site run by two former Wall Street Journal staffers.

“[Maxwell] expects an oil-induced financial crisis to start somewhere in the 2010 to 2015 timeframe,” Energytechstocks.com reported. “He said that, unlike the recession the U.S. appears to be in today, ‘This will not be six months of hell and then we come out of it.’ Rather, Maxwell expects this financial crisis to last at least 10 or 12 years, as the world goes through a prolonged period of price-induced rationing (eg, oil up to $300 a barrel and U.S. pump prices up to $15 a gallon).”

According to associate of Maxwell at Weeden & Co., Maxwell is out of the country and currently unavailable for comment.

Maxwell’s biography on the Weeden & Co. Web site said he “has been ranked by the U.S. financial institutions as the No. 1 oil analyst for the years 1972, 1974, 1977 and 1981-1986,” according to polls taken by Institutional Investor magazine.

“In addition, for the last 17 years he has been an active member of an Oxford-based organization comprised of OPEC and other industry executives from 30 countries who meet twice a year to discuss trends within the energy industry.”

Although Maxwell’s prediction is for the long-term, not everyone supports high-end predictions, even in the short-term. CNBC contributor and the vice president of risk management for MF Global (NYSE:MF) John Kilduff said on “The Call” May 7that he expected gas prices to drop following the Chinese Olympics, as China’s economic boom slows down.

Alex Jones interview of Stanley Hilton, attorney for 911 taxpayers' lawsuit

AJ: He is back with us. He is former Bob Dole's chief of staff, very successful counselor, lawyer. He represents hundreds of the victims families of 9/11. He is suing Bush for involvement in 9/11. Now a major Zogby poll out - half of New Yorkers think the government was involved in 9/11. And joining us for the next 35 minutes, into the next hour, is Stanley Hilton. Stanley, it's great to have you on with us.

SH: Glad to be on.

AJ: We'll have to recap this when we start the next hour, but just in a nutshell, you have a lawsuit going, you've deposed a lot of military officers. You know the truth of 9/11. Just in a nutshell, what is your case alleging?

SH: Our case is alleging that Bush and his puppets Rice and Cheney and Mueller and Rumsfeld and so forth, Tenet, were all involved not only in aiding and abetting and allowing 9/11 to happen but in actually ordering it to happen. Bush personally ordered it to happen. We have some very incriminating documents as well as eye-witnesses, that Bush personally ordered this event to happen in order to gain political advantage, to pursue a bogus political agenda on behalf of the neocons and their deluded thinking in the Middle East. I also wanted to point out that, just quickly, I went to school with some of these neocons. At the University of Chicago, in the late 60s with Wolfowitz and Feith and several of the others and so I know these people personally. And we used to talk about this stuff all of the time. And I did my senior thesis on this very subject - how to turn the U.S. into a presidential dictatorship by manufacturing a bogus Pearl Harbor event. So, technically this has been in the planning at least 35 years.

AJ: That's right. They were all Straussian followers of a Nazi-like professor. And now they are setting it up here in America. Stanley, I know you deposed a lot of people and you've got your $7 million dollar lawsuit with hundreds of the victim's families involved.

SH: 7 billion, 7 billion

AJ: Yeah, 7 billion. Can you go over some of the new and incriminating evidence you've got of them ordering the attack?

SH: Yes, let me just say that this is a taxpayers' class action lawsuit as well as a suit on behalf of the families and the basic three arguments are they violated the Constitution by ordering this event. And secondly that they [garbled] fraudulent Federal Claims Act, Title 31 of the U.S. Code in which Bush presented false and fraudulent evidence to Congress to get the Iraq war authorization. And, of course, he related it to 9/11 and claimed that Saddam was involved with that, and all these lies.

AJ: Tell you what, stay there. Stanley, we've got to break. Let's come back and get into the evidence. BREAK

AJ: All right my friends, second hour, the anniversary of the globalist attack coming up. It's an amazing individual we have on the line. Bob Dole's former chief of staff, political scientist, a lawyer, he went to school with Rumsfeld and others, he wrote his thesis about how to turn America into a dictatorship using a fake Pearl Harbor attack. He's suing the U.S. government for carrying out 9/11. He has hundreds of the victims' families signing onto it - it's a $7 billion lawsuit. And he is Stanley Hilton. I know that a lot of stations just joined us in Los Angeles and Rhode Island and Missouri and Florida and all over. Please sir, recap what you were just stating and then let's get into the new evidence. And then we'll get into why you are being harassed by the FBI, as other FBI people are being harassed who have been blowing the whistle on this. So, this is really getting serious. Stanley, tell us all about it.

SH: Yeah, we are suing Bush, Condoleezza Rice, Cheney, Rumsfeld, Mueller, etc. for complicity in personally not only allowing 9/11 to happen but in ordering it. The hijackers we retained and we had a witness who is married to one of them. The hijackers were U.S. undercover agents. They were double agents, paid by the FBI and the CIA to spy on Arab groups in this country. They were controlled. Their landlord was an FBI informant in San Diego and other places. And this was a direct, covert operation ordered, personally ordered by George W. Bush. Personally ordered. We have incriminating evidence, documents as well as witnesses, to this effect. It's not just incompetence - in spite of the fact that he is incompetent. The fact is he personally ordered this, knew about it. He, at one point, there were rehearsals of this. The reason why he appeared to be uninterested and nonchalant on September 11th - when those videos showed that Andrew Card whispered in his ear the [garbled] words about this he listened to kids reading the pet goat story, is that he thought this was another rehearsal. These people had dress-rehearsed this many times. He had seen simulated videos of this. In fact, he even made a Freudian slip a few months later at a California press conference when he said he had, quote, "seen on television the first plane attack the first tower." And that could not be possible because there was no video. What it was was the simulated video that he had gone over. So this was a personally government-ordered thing. We are suing them under the Constitution for violating Americans' rights, as well as under the federal Fraudulent Claims Act, for presenting a fraudulent claim to Congress to justify the bogus Iraq boondoggle war, for political gains. And also, under the RICO statute, under the Racketeering Corrupt Organization Act, for being a corrupt entity. And I've been harassed personally by the chief judge of the federal court who is instructing me personally to drop this suit, threatened to kick me off the court, after 30 years on the court. I've been harassed by the FBI. My staff has been harassed and threatened. My office has been broken into and this is the kind of government we are dealing with.

AJ: Absolutely and now it has come out - five separate drills of flying hijacked jets into buildings that morning - which you told us about before it even broke in the Associated Press. They were trying to get out ahead of you. You talked about how you interviewed military people who were told it was a drill that morning. Then to get out ahead of that, the news finally reported on it. Now, we've learned that all these operations - I want to get into that, I want to talk about the new incriminating evidence of ordering it and how they had drilled on this, how Cheney was in the bunker controlling this. That has even come out in the mainstream news but they won't release the details of that, Stanley. But what type of FBI harassment are you going through? SH: First of all, my office was burglarized in San Francisco several months ago. Files were gone through and some files were seized - particularly the ones dealing with the lady that was married to one of the hijackers. Fortunately, I had spare copies in a hidden place so nothing disappeared permanently. But more significantly, FBI agents have been harassing one of my staff members and threatening them with vague but frightening threats of indicting them. And it's just total harassment. They have planted a spy, an undercover agent, in my organization, as we just recently discovered. In other words, these are Nazi Germany tactics. This is the kind of government you have in this country. This is what Bush is all about.

AJ: All right, eight minutes, 25 seconds into the second hour. Stanley Hilton, political scientist, lawyer, Bob Dole's former chief of staff, is suing the government for 7 billion dollars for carrying out 9/11 and for racketeering. And he joins us now. During the break, I first really did the big interview with Stanley Hilton after I saw him attacked on Fox News. And that interview got massive attention. And then he kind of went underground for a while because a judge, we're going to talk about that, ordered him to not do any more interviews. And now he's back doing interviews. He's had his office broken into, FBI threats and harassment. Bottom line, he has deposed military individuals, wives of hijackers, you name it, it was a government operation. It has even come out in mainstream news, a piece here, a piece there. They had drills on 9/11, that's why NORAD stood down. Cheney was in control of the whole thing. Stanley Hilton has now gotten documents about how Bush ordered the whole operation. And I'll tell you right now, his life is in danger, folks. And he's got so much courage. He went to school with these neocons at the University of Chicago. He wrote his thesis on how the government could use terrorist attacks to set up martial law. He is the man for the time and folks wondered why he disappeared for a while and just did his lawsuit and wasn't doing interviews, it was because he was ordered to. Stanley, can you get into that for us?

SH: I did an interview with you, Alex, about a year and a half ago, and literally two weeks after that, I was contacted by the emissary of the chief judge of the federal court where I have the lawsuit. And I was warned not to publicize it but to keep it quiet and threatened with discipline. And it remained quiet until a couple of months ago and then I got on the air on some programs and some publicity and July 1st, I was threatened directly by the chief judge here, threatened with court discipline. This particular judge has been circulating communiqués to the other federal judges seeking anything negative she can get against me to try and discipline me after I've been on the court here for 30 years with no disciplinary problems at all. This is suddenly happening. And her assistants who are on the committee of the court met with me on July 1st in Palo Alto, California, and threatened me directly. They handed me a copy of the lawsuit and said that the judge wants me to dismiss this. What's this? She doesn't like the content of it. This is politically incorrect. This is outside the norm. I said I represented more than 400 plaintiffs, how am I going to dismiss this case? And they threatened me directly and they said, "the next time you'll be disciplined." And also they've threatened me not to go public, etc. And this is just outrageous.

AJ: It's all color of law. No direct orders, just all in your face.

SH: They sent a letter out, and of course they deny it's because of the political content of the suit but they told me directly on the phone that it is because of this suit and this judge is very, very angry, apparently has been in contact with Ashcroft's Justice Department. I got a call from Ashcroft's Justice Department a few months ago about this, demanding that I drop the suit, threatening sanctions and all kinds of things. I refused to drop it. AJ: Now let's go back over, you had them break into your office, harassment. Let's go over that in detail.

SH: My office was broken into about 6 months ago. The file cabinets - it was obvious they had been rifled through. Files were stolen. Files dealing with this particular case and particularly with the documents I had regarding the fact that the - some of these hijackers, at least some of them were on the payroll of the U.S. government as undercover FBI, CIA, double agents. They are spying on Arab groups in the U.S. And, in effect, all this led up to the effect that al Qaeda is a creation of the George Bush administration, basically. That the entity that he called al Qaeda is directly linked to George Bush. And all this stuff was stolen. Fortunately, I had copies. But this was just part of the harassment. The FBI has also been harassing some of my assistants and has planted a spy in our midst. And it is just outrageous that these Nazi tactics are being used - and the obstruction of justice, these people are criminals. And that's what's happening under the tremendous pressure here to just drop it. Or to shut up now and just go away.

AJ: Now, let's talk about what they want you to drop. Let's talk about, without giving names, the people you deposed, what really happened, the picture you've got. You said earlier that Bush ordered this, they were simulating this which they now admit there were simulations on that morning. Let's go over what they don't want you to talk about, Stanley.

SH: We have evidence both documentary as well as witness sworn statements from undercover former FBI agents, FBI informants, etc., that other officials in the Pentagon and the military and the Air Force that deal with the fact that there were many drills, many rehearsals for 9/11 before it happened. Bush had seen this simulated on TV many times. He blurted this out at a press conference in California a few months after 9/11 where he said he had, quote, seen the first plane hit the first building on the video. And that's not possible because there was no official video of that. There was one of the second plane not the first one. He had seen the first one. We do have some incriminating documents that Bush personally ordered 9/11 events. It was well planned. A FEMA official has admitted on tape that he was there the night before - September 10th, that is

AJ: And now Mayor Giuliani, a few months ago in the 911 Commission, admitted that - Tripod II. They had their whole command post already moved out of Building 7. Now, this is very, very important. This is a key area of this whole event. You said months before it came out on the CIA's own website and the Associated Press, you said I deposed people. They said there were drills that morning and exactly what happened, happening - that was the smoke-screen for the stand-down. And then to get out ahead of it, the CIA comes out and said yeah we were running a drill that morning. Now, we've learned that five, possibly six, were confirmed. Five of these - one drill with the exact same thing happening that actually happened, at the exact same time in the morning. That's why NORAD stood down with 24 different blips on the screen. You've said this. You brought this up first. Now, I know you can't get too much into detail but can you tell us how you learned of this?

SH: I have interviewed individuals in NORAD and the Air Force. I personally toured NORAD many years ago around the time that I worked for Dole. I'm very familiar with the operations at Cheyenne Mountain at Colorado Springs, where NORAD is. Individuals that work in NORAD as well as the Air Force have stated this, off the record, but the point is, yes, this was not just five drills but at least 35 drills over at least two months before September 11th. Everything was planned, the exact location

AJ: But five drills that day.

SH: That day, that day, and Bush thought it was a drill. That's the only explanation for why he appeared nonchalant

AJ: We also had NORAD officers and civilian air traffic controllers going, "Is this part of the exercise? Is this a drill?"

SH: Yes.

AJ: On the tapes and in TV interviews, they thought it was, quote, a drill.

SH: That's right. That's exactly what I said long before it became public. I've known about this since earlier in March of '03, as I stated before. This was all planned. This was a government-ordered operation. Bush personally signed the order. He personally authorized the attacks. He is guilty of treason and mass murder. And now, obstruction of justice by attempting to use a federal judge and FBI agents to inhibit a legitimate civil lawsuit in this country, in federal court. Even a chief judge in this court tried to harass and threaten me personally for representing legitimate plaintiffs. And they got Clinton for allegedly lying under oath about Paula Jones and now - look what's happening now. And Ken Starr used to be across from me in Duke Law School in the early `70s and it´s interesting that he got away with trying to get Clinton impeached, so we have a far worse criminal sitting in the oval office today - somebody guilty of mass murder as well as obstruction of justice.

AJ: Well, I mean look, they say they never heard of a plan to fly planes into buildings - said it all over television - Rice, Bush, Cheney, Rumsfeld, Ashcroft. And then we find out they were running all these drills that morning. Even if they weren't involved, that proves they were liars about ever hearing of such a plan.

SH: Well, I'm trying to take their depositions - I've been trying to take their depositions for months. They've been trying to object to it. They will have to admit they were either lying then or now. It's clearly perjury either way. They are liars and perjurers; that's what they are. These are the people that we have running this government and, of course, they knew about it. How are they going to claim now that they didn't know about these drills? Their idea is that nobody knew anything. It's the old know-nothing mentality. And how anybody considers this believable is beyond me.

AJ: All right, now people ask how could a huge organization, how could the AWACs, how could the military let this happen; whereas before, if your Cessna got off course for five minutes, they would launch F-16s on you. It's real simple. It's what Stanley Hilton said here a year and a half ago. It's what came out in the news after that. The military, good people, were told this was all a drill. And it was not a drill. And ABC News admits that Cheney was in control of [?] out of the White House [?] and that he ordered the military to quote "do something." Our inside sources from Hilton and others say it was a stand down and they admit they will not release that under national security. Stanley?

SH: Well they are going to admit it, they're going to release it in the court case because if you demand it under subpoena powers and they must release it. And part of our lawsuit is brought in the name of the U.S. because under the federal fraudulent [Claims Act], we accuse the Bush Administration of presenting a fraudulent claim to Congress. And under the statutes of Title 31 of the U.S. code, they must release this information. That's why they are trying to threaten me, harass me, invade my office, steal my files, commit blatant obstruction of justice and other crimes to try and prevent a legitimate civil suit from exposing these criminals and their acts of treason and mass murder.

AJ: I think you need to publicly tell folks that you are not planning suicide. Would you like to tell folks that?

SH: (laughs) I'm not planning suicide. I've got family and I'm not planning that but I don't like the threats I'm under - but I can tell you this, it's taking a toll emotionally on me and my staff. And particularly, when you get a threat from the chief judge of your own court.

AJ: Why have you decided to go public again after a year of being under the radar? SH: Because the more and more evidence that I've been adducing over a year and a half has made it so obvious to me that this was now without any doubt a government operation and that it amounts to the biggest act of treason and mass murder in American history. I mean George Bush makes Benedict Arnold look like a patriot. He makes Benedict Arnold look like George Washington. I mean that's what we have - a criminal and a traitor sitting in the White House pretending he's a patriot, wrapping himself in the flag. And it's pretty disgusting because the other side of the so-called opposition, the Kerry camp is just saying nothing because they're afraid to speak.

AJ: Stay right there. We'll be right back.


AJ: Stanley Hilton will be with us for another 15 or 16 minutes. Then he's got to go into court. Bob Dole's former chief of staff, political scientist, lawyer, represents 400 plus plaintiffs - most of them victims of 9/11. When I was in New York last week, everybody I was talking to, I mean 90 plus percent of them at ground zero - "I had family, I worked in the buildings, my son's a Navy Seal - he called the night before and said don't go to work." You know, all of this, and then now they never had any idea - and it turns out they had all these drills - and one drill of hijacked jets flying into the World Trade Center and Pentagon at 8:30 in the morning. That morning - come on people! And Stanley Hilton brought all this out on this show before it was in the mainstream news. And I was talking to him during the break. I mean, the harassment, the moles, the threatening of his staff, the judge threatening him. Stanley, let's get specifically into the documents that you have now got that they have now been robbing you for, that you luckily, thank God had copies. Specifically, Bush ordering this. Can you get into that for us - ordering 9/11? SH: National Security Council classified documents which [garbled] and it's was part of a series of documents that were involved with the drill documents. This was all planned - they had it on videotape. These planes were controlled by remote control, as I stated previously a year and a half ago, there's a system called Cyclops. There is a computer chip in the nose of the plane and it enables the ground control, the military ground control, to disable the pilot's control of the plane and to control it and to fly it directly into those towers. That's what happened. It's also a technology used on what's called the Global Hawk, which is an aircraft drone - a remote- controlled aircraft. And they were doing it. We are talking about National Security Council classified documents that clearly indicated that [garbled] had a green light to order this to go and this is no drill. These drills that were running were clearly a dress rehearsal and this was a government operation. You wonder why these people are trying to threaten people and trying to intimidate people who have written this suit, I guess if you murdered 3000 of your own citizens, in conjunction with the corrupt Royal family of Saudi Arabia as Bush did. And if you then waste billions more on a worthless garbage war in Iraq, I guess you've got something to worry about and you want to threaten people to prevent it from coming out.

AJ: I mean let's look at this. Not only are there dress rehearsals, they are smoke screens so the good military stands down and doesn't know what's happening. But it's now coming out, even in mainstream news, that yes these drills were going on. Yes, and some of these drills, quote, passenger-type jets were under remote control - this is decades old technology. In 1958, NORAD was [ ] old jets and using them for target practice. Decades ago they flew jumbo jets from LA to Sidney Australia. So since that's going on, everybody knows that. And it's the same MO. Just like the first World Trade Center [bombing] where they get two retarded men who followed this blind sheik who had a tiny mosque above a pizza parlor. And they set them up as the patsies. Then the FBI cooks the bomb, trains the drivers. This informant goes, "You're not going to bomb the building? They go "Yeah, we're letting it go forward." He tapes them to protect themselves. The two retarded gentlemen, thank God, didn't park it up against the column, as the FBI instructed them to do, so it didn't bring down the tower - because you have to be right up against the column. That doesn't happen. Yet, it's the same thing with 9/11. You've got these CIA agents, these Arabs, who were trained at U.S. military bases, Pensacola Naval Air Station - mainstream media, out creating their legends for this background. They're on board the aircraft. My military sources say nerve gas kills everybody on board the plane - nerve gas packets. Then they fly the planes into buildings. From your inside sources, is that accurate?

SH: It's one of the things that we are looking into - that nerve gas or something else disabled people. It's possible. I can't say for sure to be honest with you

AJ: All you know is they were government agents and they were on board and the planes were remote controlled.

SH: Yeah, it was basically a smokescreen. I mean, the events of the hijackings, how someone snuck in those cutters, it was a plant. It was like a classic decoy. I've got some military background. And it's called decoy. It's a decoy operation. You make the people focus on the decoy to avoid looking at the real criminals. So they are focusing on these so-called nineteen hijackers and saying, "Oh, it must have been these Arabs. When, in fact, the guilty person is at 1600 Pennsylvania Avenue - sitting in the oval office. That's the guilty person. That's the one who authorized it. There is only one man who could have authorized this operation and that's Bush. And anyone at NORAD will tell you as I have been told personally at NORAD in the war control room, there is only one man who has the power to do this kind of thing and that's Bush. Even though many believe he's a puppet. And I think in many ways he is. The fact of the matter is where was [ ] Cheney, Rumsfeld and these other traitors. The fact is Bush personally ordered and he's guilty and liable and he's going to be re-elected apparently because the media's asleep and [garbled] for Bush. AJ: Well, the media is owned by the same military industrial complex that carried out the attacks.

SH: Yeah, the media is only interested in maintaining the official government fantasy that this was a little lone Arab. These Arabs couldn't even steer that plane down a runway.

AJ: Stay there Stanley, final segment coming up. BREAK

AJ: Mr. Hilton, when you talk to these FBI agents, when you talk to these military men and women, what's their attitude? They've got to be pretty freaked out to have the big picture and know what actually happened on 9/11.

SH: Yes, you know it's like clouds just before a thunderstorm in the sense that they are sort of pregnant with rage. They are just enraged at the criminal politicians who have perverted and misused the government to murder its own citizens and pursue these dubious political ends. And many of them, in increasing numbers, are willing to talk and will talk under subpoena - but only under subpoena because the official party line of the government is shut up and don't talk to the trial lawyer. But more and more, they are very outraged that part of the government has done this to its own people, to its own people. I mean you have to go back to Stalin to see something - not even Hitler did this to his own people. You have to look at Stalin who murdered the Kulaks, the Russians for his own dubious gains. Also we've got - we have a Stalinist mentality in this country. And, if these people pose as patriots and wrap themselves in the flag, it's disgusting. I wanted also to point out that the Japanese television network, Asahi, is going to be airing a special on primetime tomorrow, on September 11th. They interviewed me for eight hours a couple of weeks ago. I'll be on that. I wish - of course, the America media don't care so they are not going to care. But in Japan, people are very serious in interviewing me and others. And we have a website now, called deprogram.info, if more people are interested: www.deprogram.info. But the other thing, I just wanted to say that if anything happens to me - and I don't know why - because I'm being threatened here now. And it seems you can't bring a case in this country anymore against criminals in power without being threatened. And this is how they operate. The stakes are pretty high when you've got a world historical level of treason and fraud by this government against it's own people. I guess this is what you have to expect.

AJ: Stanley, the globalists, the new world order crowd, definitely intend to carry out more terror attacks. I know they would have carried out more attacks if we wouldn't have done what we've been up to, if you wouldn't have been out there boldly speaking out and many others. And then their electronic Berlin wall has a bunch of cracks in it now. Thanks to good people like yourself and many others who are speaking out and telling the truth. But do you think that they may carry out what they've been hyping - a suitcase nuke attack, a biological release to try to smokescreen all of this? I know it's a catch 22, you've got to expose the murderers. We've got to get the word out on this but some government people that I've talk to say, "Yeah, but if you do that, they are going to go even more hard core and must totally try to take over." But I say regardless, they are already doing that. So what do you say to that?

SH: Well, yeah, I think they have an agenda. They have contingency plans. I think they are laying low now because there are an increasing number of people, like myself, who are openly challenging them and accusing them of criminal conduct. I think they would have done it again if we had not spoken up. I think they're planning, what they would like to do is silence any dissenters. That's why we are trying to get the Patriot Act declared unconstitutional in this lawsuit also.

AJ: Let's talk about polls. In the beginning a patriot is a scarce man, hated and feared, but in time when his cause succeeds, the timid join him, because then it costs nothing to be a patriot. You are one of those guys who hit the barbwire for us, or figuratively jumped on the hand grenade for America. But when you've got a Zogby poll, who is highly respected, half of New Yorkers believe that the government was involved. When you have a Canadian poll, 63% on average believe that the U.S. government was involved. And some groups, as high as 76% in polls believe the government was involved. European polls, two- thirds show the same thing. We have German defense ministers and technology ministers and another member of their government now, three of them going public, known conservatives, and progressives. You have an environment minister, Michael Meacher, saying that if they didn't do it, they sure as hell knew what was going on. Look, if anybody who is a thinking person looks at the evidence, their official story is impossible. Then you investigate and they are involved in it. Comments to this massive awakening and what's happening.

SH: Well, I think that's why they want the Patriot Act to suppress political dissent. They have to, they're anticipating, they are not dumb individuals. I know these people personally, Wolfowitz. These are criminal individuals but they are smart and so they anticipated political dissent. And that's why, like the Nazis, their forebears, and their blood brothers, the Nazis and the Stalinists, they're all for political repression. Every corrupt and criminal government has done this - they suppress their own people: Nazi Germany, Communist Russia, Mao Tse-Tung, that's why we have the Patriot Act. So it's hand in hand. They had it planned to go right up to September 11th, this was all part of the plan. You have to do it. It was part of my senior thesis. You must follow through the terrorists attacks with a political suppression mechanism in the law. And that's why they want Patriot I and Patriot II and their plans are to continue launching more terrorist attacks to justify even more repression. The goal is to make this a one party dictatorship in this country, to pursue their dubious ends with their blood brothers like the Saudi Royal family. And also, historical blood brothers, such as the Nazi Germany and the Communist Russian. That's the goal

AJ: You've got to go in just a minute or two. But I wanted to also tell you about New York. Sound cannons that are used in Iraq, they're against us. Men in black ski masks. 41,000 police, accredited media being arrested randomly. Children being arrested, people in wheelchairs, 2000 plus people put in a camp with barbwire fences inside with no bathrooms. You had to have permission to go to the porta-potties. Police screaming at you. It had nothing to do with terrorism. They are openly setting the precedent for martial law.

SH: Well, that's right, the word terrorist is now being overly broad and overly defined [garbled] and also, you know, it's like the word communist was used for anything during the McCarthy witch hunt. And anybody can be called a terrorist by Bush's definition. But the irony is that the number one terrorist in the world is living at the White House at the oval office today. That's the real irony. For sheer hypocrisy, I think he deserves the world prize and ought to be in the Ripley book, Believe It or Not, and the Guinness book of world records for sheer brazen chicanery and fraud.

AJ: Let me ask you a question on this because this is the experience that I had. Watching television, watching the killers, watching those that are guilty, stand up there as our saviors is incredibly painful. It's like watching Ted Bundy being the judge at his own trial. I mean it is just painful to know who these people are. To see them putting America in a shredder. Now we are going to have forced psychological testing of every American, forced drugging, you know Pan-American unions, I mean it's just all happening, it's in our face, Stanley.

SH: Yeah, it's very disturbing and as one who has studied the theory and concept of dictatorships, I personally interviewed Albert Speer, who was Hitler's armaments minister. I interviewed him in 1981 in Munich. And I've studied the psychology and history of totalitarianism and there is no question that it's very frightening. And it has, today, with high technology, albeit for the first time in history, the chance of having a world empire dominated by corrupt, technologically oriented government - an elite government. And they've got now what people like Napoleon and Hitler didn't have, which is the technological means to dominate not only their own country but others - the world.

AJ: The answer is to expose them as the terrorists, to show how PNAC [Project for the New American Century] said we need helpful Pearl Harbor events, to show how Northwoods called for the exact 9/11-style attacks, to show their own plans. And to force people to face this horror. What are they going to do in a year or two when 80% of us, not half of us, know the truth?

SH: Well, that's why they want repression and, then again, the ancient old diversion, launch another terrorist attack to get people to pitch it away. I mean who knows what they'll do next. I mean their capacity for ingenious creation of these events is sort of unraveled. I mean there is no limit. My guess is they are going to try another stunt - maybe a stunt just before the election to justify getting Bush reelected. Although it seems like he is running against a straw man or a ghost right now, anyway. But, my guess is they'll try some other tactic to get people's attention away from 9/11 if it gets to be too much attention. What you really want is for the public to just lose interest because the public - and it's like remember the Alamo, you know, people don't forget things like that. To me it's like the Alamo, remember 9/11, that ought to be the slogan for this outrageous act of treason. That's what it is. It's not

AJ: We are at a crossroads, I don't think they anticipated this much resistance, Stanley.

SH: Yeah, I hope they are truly wrong and as incompetent as they are corrupt and guilty. That means their incompetence is exceeded only by their corruption and their guilt. And eventually, if enough people are going to get outraged enough, these people in the bureaucracy and in the civil service and our military, and eventually we can get people under subpoena these individuals will be exposed.

AJ: Stanley, their whole operation hinges on us being naďve and not recognizing evil. This is what they got with Hitler and others. People couldn't recognize evil so they continued to repeat succumbing to it. We are recognizing it this time. We are putting our lives, our treasure, our future on the line for freedom because we cannot let these blood-thirsty control freak terrorists capture us and use us and turn us into the empire and have a draft and use us as their slaves to invade the planet. And that's their PNAC plan. Stanley Hilton, I know you've got to get to court. God bless you. I want to thank you for being here with us today. Can we get you back on next week?

SH: My closing comments would be, I think people ought to just think about the consequence of having someone like Bush in the White House and the danger for the future that these sorts of individuals pose. This is not just a historical event of the past. This is part of the plan and the camera is still rolling. They have an agenda. These individuals are extremely dangerous. They are armed and dangerous. They pose a clear and dangerous threat to every freedom-loving person not only American but in the whole world.

AJ: You are absolutely right Stanley Hilton. They have captured the government. They have not captured the peoples' minds and they are counting on us not facing up to it.

SH: And they are counting on the repressive Patriot Act and threats and chief judges and FBI agents threatening people who are exposing them. That's what they are counting on.

Spanish firm offers $12.8 billion to lease Pa. Turnpike

A Spanish toll-road operator won the bidding war to operate the Pennsylvania Turnpike, offering $12.8 billion for a 75-year lease, Gov. Rendell said today.

The proposal by Abertis Infraestructuras, of Barcelona, must be approved by the Pennsylvania legislature, and legislative leaders in Harrisburg have said the plan faces tough sledding with lawmakers.

In making the largest bid ever for the private operation of a U.S. toll road, Abertis partnered with a subsidiary of U.S. investment bank Citigroup, and Spanish investment firm Criteria CaixaCorp.

Abertis operates toll roads in Spain, France, Italy, the United Kingdom, Argentina and Puerto Rico. The company also operates airports, telecommunications systems and parking garages.

Under Rendell's plan, the Abertis/Citi consortium would lease the turnpike for 75 years with the right to raise tolls 25 percent next year and 2.5 percent or the rate of inflation every year after that.

Rendell called the lease plan "a very good deal for Pennsylvania drivers and taxpayers," and he said it would mean about $1.1 billion per year for road, bridge and transit projects in the state, on average, over the next 10 years.

Under the terms of the lease, the private operator would be required to maintain and improve the turnpike and honor existing labor contracts until they expire. At that point, employee unions would need to negotiate new contracts with the Abertis/Citi consortium.

If approved, the turnpike lease would mean the end of embattled efforts to toll I-80 as a way to raise transportation funds. And it would mean the effective end to the 70-year-old Turnpike Commission, the politically powerful agency that operates the toll road.

The Rendell administration would invest the multibillion-dollar lease payment and use the proceeds to pay for highway, bridge and public transit projects. But the total would be reduced by about $2.3 billion dollars necessary to assume existing debts and other obligations, leaving about $10.5 billion to be invested, according to the administration's calculations.

Rendell said the lease money would be invested with the Pennsylvania State Employees' Retirement System, and he said the administration expected to earn 12 percent a year on its money. He said that was the average return for SERS over the past 20 years.

Rendell has said he wants the 359-mile east-west turnpike and the 110-mile Northeast Extension to be in the hands of a private operator by mid-September, but legislators said that is very optimistic.

If approved, the lease would be the largest-ever of a U.S. toll road. The Indiana Toll Road was leased in 2006 for 75 years for $3.8 billion, and the Chicago Skyway in 2005 for 99 years for $1.83 billion.

Pennsylvania Turnpike Commission chief executive officer Joseph Brimmeier said today his agency opposes leasing the turnpike, prefering to stick with Act 44, the new law that would raise transportation funding by tolling I-80 and increasing turnpike tolls.

"With Act 44, the Turnpike will supply PennDOT almost $84 billion over 50 years without raising taxes or out-sourcing a critical asset," Brimmeier said in a statement. "That's why we remain committed to implementing Act 44 and seeing it through to completion."

Rendell, though, argued a lease would raise about $150 million more per year than Act 44.

"If you don't have to toll a road, that's a very good idea," Rendell said. "It seems like a slam dunk to me."

Act 44 relies for much of its funding on the tolling of I-80, which requires federal approval. That approval remains uncertain, as the Federal Highway Administration returned the state's first application for permission to toll I-80, and the state has not yet resubmitted its application.

Rendell said today he will urge the Turnpike Commission "in the strongest terms possible" to resubmit the I-80 application this week. And he said he will ask U.S. Transportation Secretary Mary Peters for a quick response, so state lawmakers can weigh that information in their deliberations on the lease proposal.

But Turnpike spokesman William Capone said the application "is clearly not ready to go this week...no way it's close to being ready to be resubmitted."

Abertis and its predecesor companies has been operating toll roads in Europe for 40 years. Its network covers 68 percent of Spain's toll routes and toll roads in northern and western France. It also has a stake in toll road operations in Italy, Portugal, the United Kingdom, Chile, Colombia and Argentina.

In addition, it operates telecommunications facilities, parking garages, and airports, including the Orlando (Fla.) airport, the Burbank (Calif.) airport, and one concourse of the Atlanta airport.

Abertis reported a first-quarter profit of 134 million euros ($208 million), up 9.4 percent from the same period a year earlier.

Citi Infrastructure Investors is a divsion of Citigroup, a financial services company whose brands include Citibank, Primerica, Smith Barney, Banamex and Nikko.

Under the lease plan, Abertis and Citi would equally share management responsibilities of the toll road, while Abertis would own 50 percent of the company, Citi 41 percent and Criteria 9 percent.

Rendell said the two losing bidders for the turnpike lease were teams consisting of Goldman, Sachs & Co. and Transurban Group of Australia; and of the Macquarie Infrastructure Group of Australia and Cintra of Spain

Just a little food for thought.
The government is spending 3 billion dollars to make a mandatory change over to digital tv, does this sound right? I find this very strange. Are they trying to get rid of analog signals because they interfere with RFID tracking chips and GPS signals or is there a conspiracy to look and listen, or even worse some kind of subliminal mind control operation. It already is though the populist is hypnotized and brainwashed by TV, I imagine they have figured out a better way than using the flicker rate,command words and subliminal messages for the next stage of their experiment. Call me what you will but I just don't trust them and never have been given a reason to.


The real reason behind high oil prices

As detailed in an earlier article, a conservative calculation is that at least 60% of today’s $128 per barrel price of crude oil comes from unregulated futures speculation by hedge funds, banks and financial groups using the London ICE Futures and New York NYMEX futures exchanges and uncontrolled inter-bank or Over-The-Counter trading to avoid scrutiny. US margin rules of the government’s Commodity Futures Trading Commission allow speculators to buy a crude oil futures contract on the Nymex, by having to pay only 6% of the value of the contract. At today's price of $128 per barrel, that means a futures trader only has to put up about $8 for every barrel. He borrows the other $120. This extreme “leverage” of 16 to 1 helps drive prices to wildly unrealistic levels and offset bank losses in sub-prime and other disasters at the expense of the overall population.

The hoax of Peak Oil—namely the argument that the oil production has hit the point where more than half all reserves have been used and the world is on the downslope of oil at cheap price and abundant quantity—has enabled this costly fraud to continue since the invasion of Iraq in 2003 with the help of key banks, oil traders and big oil majors. Washington is trying to shift blame, as always, to Arab OPEC producers. The problem is not a lack of crude oil supply. In fact the world is in over-supply now. Yet the price climbs relentlessly higher. Why? The answer lies in what are clearly deliberate US government policies that permit the unbridled oil price manipulations.

World Oil Demand Flat, Prices Boom...

The chief market strategist for one of the world’s leading oil industry banks, David Kelly, of J.P. Morgan Funds, recently admitted something telling to the Washington Post, “One of the things I think is very important to realize is that the growth in the world oil consumption is not that strong."

One of the stories used to support the oil futures speculators is the allegation that China’s oil import thirst is exploding out of control, driving shortages in the supply-demand equilibrium. The facts do not support the China demand thesis however.

The US Government’s Energy Information Administration (EIA) in its most recent monthly Short Term Energy Outlook report, concluded that US oil demand is expected to decline by 190,000 b/d in 2008. That is mainly owing to the deepening economic recession. Chinese consumption, the EIA says, far from exploding, is expected to rise this year by only 400,000 barrels a day. That is hardly the "surging oil demand" blamed on China in the media. Last year China imported 3.2 million barrels per day, and its estimated usage was around 7 million b/d total. The US, by contrast, consumes around 20.7 million b/d.

That means the key oil consuming nation, the USA, is experiencing a significant drop in demand. China, which consumes only a third of the oil the US does, will see a minor rise in import demand compared with the total daily world oil output of some 84 million barrels, less than half of a percent of the total demand.

The Organization of the Petroleum Exporting Countries (OPEC) has its 2008 global oil demand growth forecast unchanged at 1.2 mm bpd, as slowing economic growth in the industrialised world is offset by slightly growing consumption in developing nations. OPEC predicts global oil demand in 2008 will average 87 million bpd -- largely unchanged from its previous estimate. Demand from China, the Middle East, India, and Latin America -- is forecast to be stronger but the EU and North American demand will be lower.

So the world’s largest oil consumer faces a sharp decline in consumption, a decline that will worsen as the housing and related economic effects of the US securitization crisis in finance de-leverages. The price in normal open or transparent markets would presumably be falling not rising. No supply crisis justifies the way the world's oil is being priced today.

Big new oil fields coming online

Not only is there no supply crisis to justify such a price bubble. There are several giant new oil fields due to begin production over the course of 2008 to further add to supply.

The world’s single largest oil producer, Saudi Arabia is finalizing plans to boost drilling activity by a third and increase investments by 40 %. Saudi Aramco's plan, which runs from 2009 to 2013, is expected to be approved by the company's board and the Oil Ministry this month. The Kingdom is in the midst of a $ 50 billion oil production expansion plan to meet growing demand in Asia and other emerging markets. The Kingdom is expected to boost its pumping capacity to a total of 12.5 mm bpd by next year, up about 11 % from current capacity of 11.3 mm bpd.

In April this year Saudi Arabia's Khursaniyah oilfield began pumping and will soon add another 500,000 bpd to world oil supply of high grade Arabian Light crude. As well, another Saudi expansion project, the Khurais oilfield development, is the largest of Saudi Aramco projects that will boost the production capacity of Saudi oilfields from 11.3 million bpd to 12.5 million bpd by 2009. Khurais is planned to add another 1.2 million bpd of high-quality Arabian light crude to Saudi Arabia's export capacity.

Brazil’s Petrobras is in the early phase of exploiting what it estimates are newly confirmed oil reserves offshore in its Tupi field that could be as great or greater than the North Sea. Petrobras, says the new ultra-deep Tupi field could hold as much as 8 billion barrels of recoverable light crude. When online in a few years it is expected to put Brazil among the world's "top 10" oil producers, between those of Nigeria and those of Venezuela.

In the United States, aside from rumors that the big oil companies have been deliberately sitting on vast new reserves in Alaska for fear that the prices of recent years would plunge on over-supply, the US Geological Survey (USGS) recently issued a report that confirmed major new oil reserves in an area called the Bakken, which stretches across North Dakota, Montana and south-eastern Saskatchewan. The USGS estimates up to 3.65 billion barrels of oil in the Bakken.

These are just several confirmations of large new oil reserves to be exploited. Iraq, where the Anglo-American Big Four oil majors are salivating to get their hands on the unexplored fields, is believed to hold oil reserves second only to Saudi Arabia. Much of the world has yet to be explored for oil. At prices above $60 a barrel huge new potentials become economic. The major problem faced by Big Oil is not finding replacement oil but keeping the lid on world oil finds in order to maintain present exorbitant prices. Here they have some help from Wall Street banks and the two major oil trade exchanges—NYMEX and London-Atlanta’s ICE and ICE Futures.

Then why do prices still rise?

There is growing evidence that the recent speculative bubble in oil which has gone asymptotic since January is about to pop.

Just a few days earlier, Lehman Brothers, a Wall Street investment bank had said that the current oil price bubble was coming to an end. Michael Waldron, the bank's chief oil strategist, was quoted in Britain's Daily Telegraph on Apr. 24 saying, "Oil supply is outpacing demand growth. Inventories have been building since the beginning of the year.”

In the US, stockpiles of oil climbed by almost 12 million barrels in April according to the May 7 EIA monthly report on inventory, up by nearly 33 million barrels since January. At the same time, MasterCard's May 7 US gasoline report showed that gas demand has fallen by 5.8%. And refiners are reducing their refining rates dramatically to adjust to the falling gasoline demand. They are now running at 85% of capacity, down from 89% a year ago, in a season when production is normally 95%. The refiners today are clearly trying to draw down gasoline inventories to bid gasoline prices up. ‘It’s the economy, stupid,’ to paraphrase Bill Clinton’s infamous 1992 election quip to daddy Bush. It’s called economic recession.

The May 8 report from Oil Movements, a British company that tracks oil shipments worldwide, shows that oil in transit on the high seas is also quite strong. Almost every category of shipment is running higher than it was a year ago. The report notes that, "In the West, a big share of any oil stock building done this year has happened offshore, out of sight." Some industry insiders say the global oil industry from the activities and stocks of the Big Four to the true state of tanker and storage and liftings, is the most secretive industry in the world with the possible exception of the narcotics trade.

Goldman Sachs again in the middle

The oil price today, unlike twenty years ago, is determined behind closed doors in the trading rooms of giant financial institutions like Goldman Sachs, Morgan Stanley, JP Morgan Chase, Citigroup, Deutsche Bank or UBS. The key exchange in the game is the London ICE Futures Exchange (formerly the International Petroleum Exchange). ICE Futures is a wholly-owned subsidiary of the Atlanta Georgia International Commodities Exchange. ICE in Atlanta was founded in part by Goldman Sachs which also happens to run the world’s most widely used commodity price index, the GSCI, which is over-weighted to oil prices.

As I noted in my earlier article, (‘Perhaps 60% of today’s oil price is pure speculation’), ICE was focus of a recent congressional investigation. It was named both in the Senate's Permanent Subcommittee on Investigations' June 27, 2006, Staff Report and in the House Committee on Energy & Commerce's hearing in December 2007 which looked into unregulated trading in energy futures. Both studies concluded that energy prices' climb to $128 and perhaps beyond is driven by billions of dollars' worth of oil and natural gas futures contracts being placed on the ICE. Through a convenient regulation exception granted by the Bush Administration in January 2006, the ICE Futures trading of US energy futures is not regulated by the Commodities Futures Trading Commission, even though the ICE Futures US oil contracts are traded in ICE affiliates in the USA. And at Enron’s request, the CFTC exempted the Over-the-Counter oil futures trades in 2000.

So it is no surprise to see in a May 6 report from Reuters that Goldman Sachs announces oil could in fact be on the verge of another "super spike," possibly taking oil as high as $200 a barrel within the next six to 24 months. That headline, "$200 a barrel!" became the major news story on oil for the next two days. How many gullible lemmings followed behind with their money bets?

Arjun Murti, Goldman Sachs' energy strategist, blamed what he called "blistering" (sic) demand from China and the Middle East, combined with his assertion that the Middle East is nearing its maximum ability to produce more oil. Peak Oil mythology again helps Wall Street. The degree of unfounded hype reminds of the kind of self-serving Wall Street hype in 1999-2000 around dot.com stocks or Enron.

In 2001 just before the dot.com crash in the NASDAQ, some Wall Street firms were pushing sale to the gullible public of stocks that their companies were quietly dumping. Or they were pushing dubious stocks for companies where their affiliated banks had a financial interest. In short as later came out in Congressional investigations, companies with a vested interest in a certain financial outcome used the media to line their pockets and that of their companies, leaving the public investor holding the bag. It would be interesting for Congress to subpoena the records of the futures positions of Goldman Sachs and a handful of other major energy futures players to see if they are invested to gain from a further rise in oil to $200 or not.

Margin rules feed the frenzy

Another added turbo-charger to present speculation in oil prices is the margin rule governing what percent of cash a buyer of a futures contract in oil has to put up to bet on a rising oil price (or falling for that matter). The current NYMEX regulation allows a speculator to put up only 6% of the total value of his oil futures contract. That means a risk-taking hedge fund or bank can buy oil futures with a leverage of 16 to 1.

We are hit with an endless series of plausible arguments for the high price of oil: A "terrorism risk premium;" “blistering” rise in demand of China and India; unrest in the Nigerian oil region; oil pipelines' blown up in Iraq; possible war with Iran...And above all the hype about Peak Oil. Oil speculator T. Boone Pickens has reportedly raked in a huge profit on oil futures and argues, conveniently that the world is on the cusp of Peak Oil. So does the Houston investment banker and friend of Dick Cheney, Matt Simmons.

As the June 2006 US Senate report, The Role of Market Speculation in Rising Oil and Gas Prices, noted, "There's a few hedge fund managers out there who are masters at knowing how to exploit the peak oil theories and hot buttons of supply and demand, and by making bold predictions of shocking price advancements to come, they only add more fuel to the bullish fire in a sort of self-fulfilling prophecy."

Will a Democratic Congress act to change the carefully crafted opaque oil futures markets in an election year and risk bursting the bubble? On May 12 House Energy & Commerce Committee stated it will look at this issue into June. The world will be watching.

Terminator Mosquitoes to Control Dengue?

Why take a dangerous, costly, and untested high tech option when safe, effective, and affordable alternatives are available.

Millions of transgenic mosquitoes are to be released into the fishing village of Pulau Ketam off Selangor, Malaysia, as part of an international series of field trials to fight dengue fever [1]. The Malaysian field trials will be undertaken by the Health Ministry's Institute of Medical Research (IMR) in collaboration with Oxitec Ltd., a spin-off biotech company from the University of Oxford in the UK. This follows the reported success of confined laboratory trials conducted under the supervision of the IMR over the past year.

The technique, which has won Oxitec the Technology Pioneers 2008 award at the World Economic Forum, involves releasing transgenic male Aedes mosquitoes carrying a ‘killer' gene to mate with wild female mosquitoes, which causes (nearly) all their progeny to die. This is a variant of the Sterile Insect Technique (SIT) that has been successfully used in wiping out other insect vectors in the past [2], though the sterile males were created by X-irradiation, and not by transgenesis.

The release of sterile males is considered “environmentally benign” [2], as only female mosquitoes bite and suck blood and transmit the disease-causing virus; not the male mosquitoes.

If the Pulau Ketam trials are successful, the transgenic killer mosquitoes will be released in bigger towns which have a high incidence of dengue [1]. Dengue is reported to be the fastest growing vector-borne disease in the world, affecting 55 percent of the global population with an estimated 100 million cases in over 100 countries. Chikungunya, a disease similar to dengue fever and also spread by the Aedes mosquito, has become a major problem, at least in India, where there were 140 000 cases in 2007.

Oxitec has received regulatory and import permits for confined evaluation in the US, France and Malaysia, while still holding discussions with regulators of other endemic countries such as India.

Environmental groups fear that releasing the transgenic mosquitoes may affect the ecosystem and cause further damage. But there has been remarkably little informed reporting on the nature of the potential hazards involved.

What is dengue? Dengue fever is an illness caused by an RNA flavivirus spread by the bites of mosquitoes. The symptoms include fever, headache, rash, severe pains in the muscles and joints, and pain behind the eyes. Dengue fever is rarely fatal, while the related dengue haemorrhagic fever is a severe disease that leads to death in approximately 5 percent of cases. Dengue hemorrhagic fever is seen most often in children younger than 15 years old. It is also seen most often in individuals who were previously infected with simple dengue fever [3].

The dengue flavivirus occurs in four different serotypes, DEN-1, DEN-2, DEN-3, and DEN-4. Contracting one form of dengue fever provides lifelong immunity from that serotype, but not from the other serotypes. Cases of dengue fever occur primarily in urban areas in the tropics. Humans contract dengue fever from bites of infected female mosquitoes of the genus Aedes . Aedes aegypti is the primary vector in most regions. When a female Aedes mosquito bites a person infected with dengue, the virus incubates in the insect body for 8-11 days, after which the mosquito can spread the disease to other humans for the remainder of its life span (15-65 days). Once the virus enters a human, it circulates in the bloodstream for two to seven days, during which time the virus can spread. Aedes albopictusis was originally the primary vector of dengue fever, and remains a major vector in Asia. The species has recently spread to Central America and the US, where it is a secondary vector of the disease . Aedes aegypti is primarily urban, and Aedes albopictusis rural, thereby increasing the ecological range of habitats in which people can become infected. Humans are the primary reservoir for the virus [3].

In recent years, dengue has spread extensively in North and South America. In Mexico the number of dengue cases increased 600 percent between 2001 and 2007. In 2007 alone, there was a 40 percent increase in dengue cases. The disease has also spread to Hawaii and along the border in Texas. Even though the impact of climate change on the increased incidence and spread of dengue is less obvious than is the increase of malaria, it is reasonable to assume that global warming will greatly extend the range of the virus disease [4 ], though this assumption has been contested [5].

The blueprint for exterminating mosquitoes Exterminating the mosquito vector is the preferred approach to controlling dengue according to those promoting genetic modification of mosquitoes [2]. The Stanford Business School proposed that releasing genetically modified (transgenic) male mosquitoes could eliminate dengue fever and other mosquito-borne diseases within a year in communities of up to a million people. Stanford Business School is promoting the work of researchers at Stanford's Institute for Computational and Mathematical Engineering, and Oxford University and London School of Hygiene and Tropical Medicine in the UK. The technique employed is called “Released Insects with a Dominant Lethal” (RIDL), a variant of SIT. The dominant lethal male mosquitoes developed for RIDL are more sexually attractive to female mosquitoes than the dominant lethal males produced by X-irradiation [2], and they cause death of the progeny during the late larval stages, thereby allowing the transgenic larvae to compete with the normal insect larvae for food. The mathematical model analysing the control of mosquito-borne diseases by a RIDL predicts eradication of dengue disease in one year [2, 6].

The mathematical model cannot be trusted to make reliable predictions, however, simply because the genetics and even more so, the ecology and host-parasite relationship of dengue disease are complex and poorly understood; in particular, there are silent as well as overt infections [5]. More seriously, the optimistic mathematical model says nothing about the genetic modification involved in RIDL, and there lies the devil in the detail.

Genetic modification to produce RIDL The RIDL trait was created using a transposon. Transposons are mobile genetic elements (‘jumping genes'). They are similar to viruses, but lack the ability to form viral coats. RIDL was created by the piggyBac transposon originally isolated from a culture of cells of the cabbage looper, and has been used extensively in insect genetic-engineering. The piggyBac vector is prevented from replicating independently of the chromosome bearing it (non-autonomous) by removing its transposase enzyme that enables it to multiply and move among the chromosomes of the cells that it infects (though this is by no means a safeguard, see below) .

The transgenic male mosquito to be released has incorporated a gene for a red fluorescent marker protein for easy identification, but the key gene that confers dominant lethal trait is tTAV , encoding a tetracycline repressible transcription activator protein, driven by the promoter tetO of a Drosophila heat shock protein gene. In the presence of tetracycline, tTAV binds tetracycline and the complex does not bind to tetO , so no further expression of tTAV takes place. In the absence of tetracycline, there is a positive feedback loop in which tTAV binds to tetO , driving more expression of tTAV. The over production of tTAV is toxic, and kills the insect. But it is uncertain why excessive tTAV is lethal. In summary, RIDL is a tetracycline-repressible lethal system [7]. It has been suggested that the lethality of excessive transcription activator is due to transcriptional ‘squelching' or interference with ubiquitin-dependent breakdown of proteins. Mice modified with a gene for the tetracycline repressible transcription activator were not killed when the gene was activated by removing tetracycline [8].

Is this terminator insect safe?
The most glaring aspect of the proposed release is that the lethally acting transcription activator tTAV has a rather ill-defined action. The information presently available does not tell us what is killing the target animals. Even though a homologous tetracycline-repressed gene was not toxic to mice upon its activation, the killing toxin in the mosquito should certainly be identified before released to the environment is contemplated.

Another major hazard is horizontal gene transfer of the piggyBac insert. This issue has been thoroughly addressed in ISIS' submissions to the USDA with regard to the release of the pink bollworm in 2001 [9, 10]. We provided evidence that the disabled vector carrying the transgene, even when stripped down to the bare minimum of the border repeats, was nevertheless able to replicate and spread, basically because the transposase function enabling the piggyBac inserts to move can be supplied by ‘helper' transposons. Such helper transposons are potentially present in all genomes [10], including that of the mosquito. The main reason for using transposons as vectors in insect control is precisely because they can spread the transgenes rapidly by ‘non-Mendelian' mean within a population [11], i.e., by replicating copies and jumping into genomes, including those of the mammalian hosts. Although each transposon has its own specific transposase enzyme that recognizes its terminal repeats, the enzyme can also interact with the terminal repeats of other transposons, and evidence suggest “extensive cross-talk among related but distinct transposon families” within a single eukaryotic genome [12].

It is disingenuous to claim that because only male mosquitoes are released that don't bite people or other mammals, the technique is “environmentally benign” [2]. First of all, the transgenic mosquitoes, both males and females, have to be mass-produced in the laboratory. In order for transgenic females, also carrying the dominant lethal in double dose, to propagate the line, they have to take blood meals from laboratory animals such as mice or rabbits, not to mention the odd lab worker, which gives plenty of opportunity for horizontal gene transfer. Second, the transgenic males have to be sorted from the females, and this takes place at the pupae stage, when males are generally smaller than females, but this may not be 100 percent accurate. Third, the tetracycline-dependence of the transgenic lines is not absolute. In the absence of tetracycline, 3 to 4 percent of transgenic progeny actually survive to adulthood [2].

It is obvious that transgene escape can readily occur. As Ho commented [10]: “ These artificial transposons are already aggressive genome invaders, and putting them into insects is to give them wings, as well as sharp mouthparts for efficient delivery to all plants and animals and their viruses.”

One cannot stress enough that horizontal gene transfer and recombination is the main highway to exotic disease agents.

The piggyBac inserts may also be mobilised by the transposase of piggyBac transposons already carried by Baculovirus (a common soil-borne insect virus) that infect insect cells, and this possibility has not been evaluated in the laboratory. Baculovirus not only carries piggyBac transposons, it has also been used in human gene therapy as it is capable of infecting human cells. It is indeed strange that the mobility and horizontal gene transfer of the piggyBac vector has not been thoroughly studied even though the activity of the vector is widely recognized.

The piggyBac transposon was discovered in cell cultures of the moth Trichopulsia , the cabbage looper, where it causes high mutation rates in the Baculovirus infecting the cells by jumping into its genes [9]. The piggyBac itself is 2.5 kb long with 13 bp inverted terminal repeats. It has specificity for the base sequence TTAA (at which it inserts); the probability of this sequence occurring is (0.25) 4 or 0.4 percent in any stretch of DNA, where it can cause insertion mutations: disrupting and inactivating genes, or inappropriately activating genes. This transposon was later found to be active in a wide range of species, including the fruit fly Drosophila , the mosquito transmitting yellow fever A aegypti , the medfly Ceratitis capitata , and the original host, the cabbage looper. The piggyBac vector gave high frequencies of transpositions, much higher than other transposon vectors in use, such as the mariner and Hirmar [13]. The piggyBac transposon is also active in human and mouse cells, and in the mouse germline; and a version with minimal terminal repeats exhibited greater transposition activity in human cells than another, well-characterised hyperactive Sleeping Beauty transposon system widely used for preclinical gene therapy studies [14].

Recent alternatives to RIDL There are recent effective and affordable alternatives to RIDL in controlling mosquitoes that spread dengue fever and other diseases. Extracts from the paradise tree Melia azedarach showed promising larvicide and oviposition deterrent effects on the mosquito [15]. Essential oil from mullila and zedoary plants also proved effective in treating mosquito larvae [16]. Euphoriaceae extracts, particularly Euphorbia tirucalli can be applied as an ideal larvicide against Aedes aegypti [17].

A study in Thailand surveyed water-filled containers where Aedes mosquitoe pupae were found. Large water containers held 90 percent of pupae in rural areas and 60 percent in urban areas. Covering and treating such large containers should greatly reduce the mosquito population [18]. Bacillus thuringiensis israelensis VectoBac proved effective in treating water jars to combat dengue mosquitoes in Cambodia [19]. In Cuba, studies on the social and environmental determinants of Aedes aegypti confirmed that the greatest risks were associated with failure to treat stored water, and water in flower vases for religious practices. Efforts to reduce infestation should therefore focus on preventive practices [20].

These low tech practices may prove much more effective than the expensive high technology solutions, which are also far from safe.


Buffer Zones Can Not Prevent GMO Cross-contamination

GMO cross-fertilization by airborne pollen found at surprisingly large distances

Genetically modified organisms (GMO) pollution caused by pollen drift is spreading in GM crops cultivation areas such as the USA and in Canada. GMO contamination will occur once GM crops are cultivated. Therefore, the co-existence between GMO farming and conventional farming or organic farming is very difficult. This fact was proven by a research study conducted in Hokkaido, Japan.

The national guidelines for GM crop cultivation in Japan by the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) has set the buffer zones for outdoor cultivation for research purposes. However the distances for buffer zones are set extremely short, thus there is no way to prevent GMO pollution under such circumstances.

According to Hokkaido's Ordinance for Prevention of Cross-fertilization Cultivation of GM Crops, which was enforced in January 2006, commercial planting of GM crops is banned in principle, trial cultivation is allowed upon notification, in which case isolation buffer zones from conventional crops on ordinary farmland are stipulated. The isolation buffer zone distances stipulated under the Ordinance are quite severe, being at least twice those mentioned under MAFF guidelines. For rice, for example, the MAFF guideline buffer zone distance is 30 m, but under Hokkaido’s Ordinance it is 300 m.

Hokkaido has carried out cross-fertilization trials for three years from 2006 to 2008 in order to test whether the isolation buffer zone distances stipulated in the Ordinance were meaningful or not. The results announced on 13 February 2008 were the results for the trials in 2007.

The five crops covered by the trials were rice, soybean, maize, rapeseed and sugar beet. With regard to rapeseed, only the kinds of insects that visited the flowers and the preventive effect of insect nets were investigated. For soybeans, a similar investigation as that for rapeseed was carried out in addition to the cross-fertilization trial. In the cross-fertilization trials, pollen collecting pots were placed at various distances downwind, each grain being analysed after collection.

In the case of rice, since cross-fertilization had occurred during the 2006 trial at the maximum distance stipulated in the Ordinance, 300 m, the trial was carried out using the distances of 450 m and 600 m in 2007. The result was that cross-fertilization occurred even at the 600 m distance. Cross-fertilization was also found to occur for maize at the maximum distance of 1200 m, and at 990 m for sugar beet.

As can be seen from the case of rice, it has been confirmed that airborne diffusion of pollen occurs over surprisingly large distances. The view that the current buffer zone distances are insufficient to prevent the occurrence of cross-fertilization is now becoming widespread. At the same time, the unrealistic nature of the MAFF guidelines has been thrown into sharp focus.

From this data we have to conclude that buffer zones can not prevent GMO cross-contamination.

As for the cases of sugar beet, 57 test spots were set within 4 m and 2500 m. In the result, within 4 m and 50 m, cross-fertilizations were found in all spots, and 4 spots among 33 spots in the areas further than 80m cross-fertilizations were found. Seed giants see gold in climate change

First the biotech industry promised that its genetically engineered seeds would clean up the environment. Then they told us biotech crops would feed the world. Neither came to pass. Soon we'll hear that genetically engineered climate-hardy seeds are the essential adaptation strategy for crops to withstand drought, heat, cold, saline soils and more.

After failing to convince an unwilling public to accept genetically engineered foods, biotech companies see a silver lining in climate change. They are now asserting that farmers cannot win the war against climate change without genetic engineering.

According to a new report from ETC Group, the world's largest seed and agrochemical corporations such as Monsanto, BASF, DuPont, Syngenta, Bayer and Dow, along with biotech partners such as Mendel, Ceres and Evogene, are stockpiling hundreds of patents and patent applications on crop genes related to environmental stress tolerance at patent offices around the world. They have acquired a total of 55 patent families corresponding to 532 patents and patent applications.

In the face of climate chaos and a deepening world food crisis, the gene giants are gearing up for a public relations offensive to rebrand themselves as climate saviors. The companies hope to convince governments and reluctant consumers that genetic engineering is the essential adaptation strategy to insure agricultural productivity.

In the words of Keith Jones of CropLife International, an industry-supported non-profit organization, "GM foods are exactly the technology that may be necessary to counter the effects of global warming." But rather than an effective way to confront climate change, these so-called "climate-ready" crops will be used to drive farmers and governments onto a proprietary biotech platform. Human-induced climate change is triggering climate shocks in all ecosystems. It will profoundly affect crops, livestock, fisheries and forests and the billions of people whose livelihoods depend on them. Agriculture and food systems in the South, especially in South Asia and southern Africa, will be the first and most negatively affected. Extreme climate events (especially hotter, drier conditions in semi-arid regions) are likely to slash yields for maize, wheat, rice, and other primary food crops.

For instance, Asian rice yields will decrease dramatically due to higher night-time temperatures. With warmer conditions, photosynthesis slows or ceases, pollination is prevented, and dehydration sets in. A study by the International Rice Research Institute reports that rice yields are declining by 10% for every degree Celsius increase in night-time temperatures. Such declines will affect, for example, South Asia’s prime wheat-growing land, the vast Indo-Gangetic plain that produces about 15% of the world's wheat crop, with losses that will place at least 200 million people at greater risk of hunger.

For the world's largest agrochemical and seed corporations, genetic engineering is the technofix of choice for combating climate change. It is a proprietary approach that seeks to expand an industrial model of agriculture, one that is largely divorced from on-the-ground social and environmental realities. It is also an approach that fails to learn from history.

Many of the problems with saline soils and soil degradation, for example, have been exacerbated by the use of intensive production systems. The gene giants are now focusing on the identification and patenting of climate-proof genetic traits (genes associated with abiotic stresses), especially related to drought and extreme temperatures. "Abiotic" stresses refer to environmental stresses encountered by plants, such as drought, temperature extremes, saline soils and low nitrogen.

The monopoly game
Monopoly control of crop genes is a bad idea under any circumstances. But in the midst of a global food crisis with climate change looming, such control is unacceptable and must be challenged. Patented gene technologies will concentrate corporate power, drive up costs, inhibit independent research, and further undermine the rights of farmers to save and exchange seeds. Globally, the top 10 seed corporations already control 57% of commercial seed sales. A handful of transnational seed and agrochemical companies are positioned to determine who gets access to patented genes and what price they must pay.

Many of these patent claims are unprecedented in scope because a single patent may claim several different environmental, or abiotic, stress traits. In addition, some patent claims extend not just to abiotic stress tolerance in a single engineered plant species, but also to a substantially similar genetic sequence in virtually all engineered food crops.

The corporate grab extends beyond the United States and Europe. Patent offices in major food producing countries such as Argentina, Australia, Brazil, Canada, China, Mexico, and South Africa are also swamped with patent filings. Monsanto, the world’s largest seed company, and BASF, the largest chemical firm) have entered into a US$1.5 billion partnership to engineer stress-tolerant plants. Together the two companies account for nearly half of the patent families related to engineered stress tolerance.

Farming communities in the developing world, those who have contributed least to global greenhouse emissions, are among the most threatened by climate chaos created by the world's richest countries. Will farming communities now be stampeded by climate profiteering? The focus on genetically engineered, so-called climate-ready crops will divert resources from affordable, farmer-based strategies for climate change survival and adaptation.

In a bid to win moral legitimacy for their controversial GM seeds, the gene giants are also teaming up with philanthro-capitalists to introduce climate-tolerant traits in the developing world. Monsanto and BASF, for instance, are working with the International Maize and Wheat Improvement Center and national agricultural research programs in Kenya, Uganda, Tanzania, and South Africa to develop drought-tolerant corn. The program is supported by a $47 million grant from the Bill and Melinda Gates Foundation. In March this year, the African Agricultural Technology Foundation announced that Monsanto and BASF have agreed to donate royalty-free drought-tolerant transgenes to the African researchers.

Market-based philanthropy aims to open African markets for high-tech seeds that will undoubtedly be accompanied by intellectual property laws, seed regulations, and other products and practices amenable to agribusiness. To African farmers, this is hardly philanthropic.

As the climate crisis deepens, governments may well offer corporate subsidies by encouraging farmers to adopt prescribed biotech traits that are deemed essential adaptation measures. The US government's Federal Crop Insurance Company announced in October 2007 that it would begin a pilot program that offers a discount to farmers who plant Monsanto's "triple-stack" corn seeds on non-irrigated land, reportedly because the biotech corn, engineered for herbicide tolerance and two kinds of insect resistance, provides a lower risk of reduced yields when compared with conventional hybrids. The decision was especially controversial because USDA relied on Monsanto’s data to substantiate this claim.

Staying the corporate hand
In the face of climate chaos and a deepening global food crisis, the corporate grab on so-called climate-tolerant genes is business as usual. Governments must respond urgently by:

Recognizing, protecting, and strengthening farmer-based breeding and conservation programs and the development of on-farm genetic diversity as a priority response for climate change survival and adaptation.

Suspending all patents on climate-related genes and traits and conducting a full investigation of the potential environmental and social impacts of transgenic abiotic stress-tolerant seeds.

Adopting policies to facilitate farmers' access to and exchange of breeding materials and eliminate current restrictions on access to seeds and germplasm (especially those driven by intellectual property, agribusiness-inspired seed laws, trade regimes, and corporate oligopoly). In the midst of climate crisis, spiraling food prices and food scarcity, restrictions on access to seeds and germplasm are the last thing that farmers need in their struggle to adapt to rapidly changing climatic conditions.

Genetically engineered "climate-tolerant" seeds are a technological fix that distracts from the root causes of climate change and the imperative to cut greenhouse gas emissions and reverse consumption patterns - especially in the North.
